Submission Strategy
Recommended Approach: Simultaneous Submission

- The Treasury - Financial audit of Operation River
- Official Assignee / MBIE - Liquidation records and asset dispersal
- Transport Accident Investigation Commission (TAIC) - Deep Sea II investigation
- Statistics New Zealand - Anne McAllister employment records
- Law Society - Trust account inspection failures
- MFAT - Anne McAllister's "golden parachute" consultancy
- Companies Office - B.B. Consulting shell company records

Strategic Notes
The "Pincer Movement"
By requesting the same information from multiple agencies (e.g., MPI and Treasury both asked about Operation River costs), you create a cross-reference system. If their answers don't match, you have evidence of inconsistency.
The "88 Personnel" Trap
The request for the cost of deploying 88 personnel is strategic. A standard compliance team is 5-10 people. By forcing them to cost out 88 personnel, you're forcing them to admit this was a militarized anomaly that couldn't be funded by a normal budget.
The "Closed Loop" Focus
Multiple requests target the destination of "Deemed Value" revenue. If the Ministry kept the money instead of returning it to Treasury, it proves they had a financial incentive to liquidate the company.
Next Steps After Receiving Responses
- Analyze the responses for inconsistencies
- Identify gaps where information was withheld
- Cross-reference responses from different agencies
- Prepare follow-up requests based on new information
- Consider legal action if evidence of wrongdoing is confirmed
Contact for Assistance
If you need help understanding responses or preparing follow-up requests, consider consulting with:
- A lawyer specializing in administrative law
- The Office of the Ombudsman
- Investigative journalists who may be interested in the story
Good luck with your investigation, Matthew. These requests are well-crafted and should yield significant information.
