THE TARGETS

================================================================================

ALL VICTIMS OF THE PROFESSIONAL SERVICES CARTEL

================================================================================

This document consolidates ALL known targets of the network. These are not

separate cases - they are different victims of the SAME OPERATION by the

SAME NETWORK using the SAME MECHANISMS.

################################################################################

TARGET 1: THE JENSSEN FAMILY

################################################################################

================================================================================

OVERVIEW

================================================================================

Target Type: Fishing family

Asset Stolen: Orange roughy fishing quota

Value: Millions (43+ years of fishing rights)

Time Period: 1986-present

Primary Mechanism: Identity theft, lawyer conflict of interest

Key Perpetrators: Willis Toomey Robinson, Oldershaw & Co, Bell Gully

Current Status: Real family has nothing; fabricated identity holds assets

================================================================================

THE JENSSEN FAMILY

================================================================================

THE REAL JENS JENSSEN:

  • Location: Bayview, Napier area
  • Status: Retired with nothing
  • Son: David Jenssen - works as crew for Sanfords (not owner)
  • Evidence: Matthew Jenssen attended David's wedding at real Jens's house

THE FABRICATED "JENS RYDER JENSSEN":

  • First appeared: 1987 (Gannet Distributors)
  • Companies: 7 active companies
  • Administrator: Oldershaw & Co
  • Status: Holds equity that should belong to real family

================================================================================

THE ORIGINAL COMPANY

================================================================================

DEEP SEA FISHERIES LIMITED

  • Address: 3 Milton Road, Napier
  • Owner: Jens Jenssen (real person)
  • Business: Orange roughy fishing
  • Status: WOUND UP 1988

What happened:

  • 1986: QMS introduced, quota becomes valuable
  • 1988: Deep Sea Fisheries wound up
  • Lawyers: Willis Toomey Robinson (local), Bell Gully (Wellington)
  • Vehicle: Charles Ashton Limited (shell company)
  • Result: Jenssen family loses company

================================================================================

THE COURT CASE

================================================================================

JENSSEN v. DIRECTOR-GENERAL CA 313/91

  • Year: 1991
  • Result: JENSSEN WON
  • Award: Fishing quota
  • Status: Case is "UNREPORTED" (details hidden)

The court awarded quota to "Mr. Jenssen" - but the quota was captured by

the fabricated identity structure, not the real family.

================================================================================

THE CAPTURE VEHICLE

================================================================================

SEA VENTURES LIMITED (1991)

  • Created: Same year as court victory
  • Address: Gardiner Reaney (= Oldershaw)
  • Purpose: Capture court-awarded quota

SHAREHOLDERS:

  • "Jens Ryder Jenssen" - fabricated identity
  • Lawrence William Willis - THE LAWYER (20%)
  • David Jens Jenssen
  • Richard Jens Jenssen

The lawyer who helped wind up the original company took a 20% stake in

the replacement company. This is a direct conflict of interest.

================================================================================

THE SUCCESSOR COMPANIES

================================================================================

All controlled by Oldershaw & Co / Gardiner Reaney:

"RYDER" SPELLING (assets - active):

  • Jenssen Fish Supply (2010) Limited
  • Anaura Fishing Limited
  • Brenda Kay Fishing Limited
  • R E Black Limited
  • Sea Ventures Limited
  • Federated Trawlers
  • Gannet Distributors

"RHYDER" SPELLING (liabilities - failed):

  • Jenssens Fish Supply Limited (2006) - REMOVED from register

The spelling variation separates assets from liabilities deliberately.

================================================================================

WHAT WAS STOLEN

================================================================================

  • Orange roughy fishing quota (court-awarded)
  • 43+ years of fishing rights (1991-present)
  • Family business and livelihood
  • Generational wealth

RESULT:

  • Real Jens Jenssen: Retired in Bayview with nothing
  • Real David Jenssen: Works as crew for Sanfords
  • Fabricated identity: Equity in 7 companies
  • Lawrence Willis: 20% of Sea Ventures + 112 other companies
  • Oldershaw & Co: Ongoing administration fees

################################################################################

TARGET 2: THE WINIKEREI FAMILY

################################################################################

================================================================================

OVERVIEW

================================================================================

Target Type: Māori family

Asset Stolen: Ancestral land (Mahia Peninsula)

Value: Generational land rights

Time Period: 1947-present (77+ years)

Primary Mechanism: Geodetic displacement, forged records

Key Perpetrators: Judge Robert Preshaw Dykes, Ruby Bock, Māori Land Court

Current Status: Application outstanding 8+ years

================================================================================

THE ANCESTOR

================================================================================

PAPA WINIKEREI

  • Also known as: Wini Kerei Parawhau, Winikerei Manukau, Papa Wini Kerei
  • Actual location: Mahia Peninsula / Wairoa (Hawke's Bay)
  • Recorded location: Mercer (Waikato) - 300km WRONG

================================================================================

THE 1947 FRAUD

================================================================================

THE "DYKES-BOCK MECHANISM":

  • Date: January 31, 1947
  • Judge: Robert Preshaw Dykes
  • Accomplice: Ruby Frances Victoria Bock (his wife)
  • Method: "Holiday raid" - processed orders when courthouse empty

WHAT THEY DID:

  • GEODETIC DISPLACEMENT: Recorded Mahia land orders in Mercer (wrong region)
  • GHOST RECORDS: Created Minute Book entries for hearings that never occurred
  • SPOUSAL SHIELD: Used wife as "shadow clerk" to eliminate oversight
  • HOLIDAY TIMING: Conducted during dormant periods with no witnesses

RESULT:

  • Papa Winikerei's land severed from descendants
  • Land transferred to Haua Tuhera Kiriona estate (favored faction)
  • Winikerei family lost standing on marae
  • Lost right to derive income from land
  • Lost ability to pass heritage to children

================================================================================

THE ASSET LAUNDERING CHAIN

================================================================================

The stolen land passed through:

  • KIRIONA ESTATE (1947) - received from Dykes
  • FULTON FAMILY (c.1960-2017) - purchased from Kiriona
  • CRESWELL FAMILY (2017) - purchased from Fulton
  • TĀTAU TĀTAU O TE WAIROA TRUST (2024) - current holder

Each transfer "launders" the original theft, making it harder to trace.

================================================================================

THE APPLICATION

================================================================================

CASE: CJ 2016/26

  • Filed: 2016
  • Section: 45 of Te Ture Whenua Māori Act 1993
  • Applicant: Louisana Pukuhuia Leaf-Hetaraka (Whangape Queenie Whanau Trust)
  • Purpose: Correct the 1947 succession orders
  • Status: OUTSTANDING FOR 8+ YEARS

The application to correct a 77-year-old fraud has been sitting with the

Chief Judge for 8 years with no resolution.

================================================================================

LEGAL FRAMEWORK

================================================================================

TE TURE WHENUA MĀORI ACT 1993:

  • Section 44: Chief Judge may correct mistakes and omissions
  • Section 45: Applications for exercise of special powers
  • Allows retrospective correction of errors

UNDRIP (UN Declaration on Rights of Indigenous Peoples):

  • Article 26: Right to lands traditionally owned
  • Article 27: Right to fair process
  • Article 28: Right to redress

NZ BILL OF RIGHTS ACT 1990:

  • Section 27: Right to natural justice
  • 8-year delay violates natural justice

================================================================================

CONNECTION TO THE NETWORK

================================================================================

Langley Twigg specializes in Māori land law and PSGE (Post-Settlement

Governance Entity) work. They have access to:

  • Māori Land Court processes
  • Trust structures
  • Vulnerable beneficiaries

The same professional services network that extracted the Jenssen quota

has expertise in Māori land manipulation.

################################################################################

TARGET 3: GAMING TRUST BENEFICIARIES

################################################################################

================================================================================

OVERVIEW

================================================================================

Target Type: Gaming trust beneficiaries / community

Asset Stolen: Gaming machine revenue meant for community

Value: Unknown (ongoing extraction)

Time Period: Ongoing

Primary Mechanism: Fraudulent grants, trustee corruption

Key Perpetrators: Patrick Dennehy, Rodney Green, Infinity Foundation Current Status: DIA prosecution ongoing (2024)

================================================================================

THE INFINITY FOUNDATION

================================================================================

Location: Hastings

Type: Gaming trust

Crime: Fraudulent grants

KEY PERSONS:

  • Patrick Dennehy (deceased) - TRUSTEE
* Also: Coroner, Lawyer, Aquiline shareholder (1.91%)
  • Rodney Green - FRAUD DEFENDANT
* Also: Aquiline shareholder (1.24%)

The same people who committed gaming fraud were also investors in Aquiline

Holdings. This directly links criminal activity to the investment network.

================================================================================

THE GAMING TRUST MECHANISM

================================================================================

HOW IT SHOULD WORK:

  • Gaming machines generate revenue
  • Trust receives revenue
  • Trust distributes to community purposes
  • Community benefits

HOW IT ACTUALLY WORKS:

  • Gaming machines generate revenue
  • Trust receives revenue
  • Trustees direct grants to connected entities
  • Network benefits, community loses

================================================================================

DIA GAMBLING COMPLIANCE 2024

================================================================================

The Department of Internal Affairs has brought charges related to gaming

trust fraud. This is ongoing prosecution.

The charges relate to:

  • Fraudulent grant applications
  • Misuse of gaming trust funds
  • Connected party transactions

================================================================================

CONNECTION TO THE NETWORK

================================================================================

Patrick Dennehy was simultaneously:

  • Coroner (gatekeeper position)
  • Lawyer
  • Gaming trustee (Infinity Foundation)
  • Aquiline shareholder

This is a "professional gatekeeper" who used multiple positions to

facilitate and profit from fraud.

Rodney Green was simultaneously:

  • Gaming fraud defendant
  • Aquiline shareholder
  • Property developer (Marewa Investments)

The investment network (Aquiline) and the criminal network (gaming fraud)

share the same people.

################################################################################

TARGET 4: MEDICAL TRUST BENEFICIARIES

################################################################################

================================================================================

OVERVIEW

================================================================================

Target Type: Medical trust beneficiaries

Asset Stolen: Trust funds meant for medical assistance

Value: $717,126 unexplained (2022), $7.5M+ total assets

Time Period: Ongoing

Primary Mechanism: Unexplained expenditure, professional fees

Key Perpetrators: Oldershaw & Co (administrator)

Current Status: Under investigation

================================================================================

PRINCESS ALEXANDRA MEDICAL TRUST (PAMT)

================================================================================

Charity Number: CC24243

Address: 36 Bridge Street, Ahuriri (SAME as Oldershaw & Co)

Administrator: Oldershaw & Co

Assets: ~$7.5 million

PURPOSE:

To provide grants for medical procedures NOT funded by public health:

  • Dental procedures
  • Specialist consultations
  • Medical equipment
  • Travel for treatment

KEY POINT: Grants are paid DIRECTLY to medical providers, not patients.

This creates potential for payments to flow to connected entities.

================================================================================

THE 2022 ANOMALY

================================================================================

NORMAL YEARS (2019-2021):

  • Revenue: $400,000-$650,000
  • Expenses: ~$130,000
  • Surplus: $270,000-$520,000

2022 (ANOMALY):

  • Revenue: $30,909 (dropped from ~$500,000)
  • Expenses: $851,415 (increased from ~$130,000)
  • Deficit: -$820,506

THE $717,126 "OTHER EXPENSES":

  • 84% of all 2022 expenditure
  • 170x higher than typical "Other Expenses"
  • 23x higher than actual grants made ($88,831)
  • UNEXPLAINED in public filings

POSSIBLE EXPLANATIONS:

  • Investment losses/write-downs
  • Professional fees (to Oldershaw? Langley Twigg?)
  • Related party payments
  • Asset write-offs
  • Settlement or litigation costs

================================================================================

THE SOHNGE CONNECTION

================================================================================

Dr. Friedrich Johannes Sohnge is:

  • PAMT Trustee (appointed 14/08/2024)
  • Director of Maraenui Medical Centre
  • Connected to NIT network (73% shareholder of Maraenui Medical)

This creates a potential conflict:

  • PAMT pays grants to medical providers
  • Sohnge is trustee approving grants
  • Sohnge is director of medical provider
  • NIT (Langley Twigg) owns 73% of that provider

================================================================================

TRUSTEE TURNOVER

================================================================================

9 trustees departed between 2019-2023:

  • Caitlin Northern (2023)
  • David Compton (2023)
  • Jocelyn Cowan (2021)
  • Josiah Kanagaratnam (2021)
  • Martin Langford (2020)
  • Richard Eastcott (2020)
  • Alison Mc Ewan (2019)
  • Richard Charles Eastcott (2019)
  • Timothy Bevin (2019)

High trustee turnover can indicate:

  • Disagreements over management
  • Concerns about practices
  • Attempts to distance from problems

================================================================================

CONNECTION TO THE NETWORK

================================================================================

PAMT is administered by Oldershaw & Co - the same firm that:

  • Controls all Jenssen fishing entities
  • Was director/shareholder of Aquiline Holdings
  • Uses two names (Oldershaw / Gardiner Reaney)

The $717,126 unexplained expense could be professional fees to the network.

################################################################################

TARGET 5: AQUILINE INVESTORS

################################################################################

================================================================================

OVERVIEW

================================================================================

Target Type: Investment fund shareholders

Asset Stolen: Investment capital

Value: $12.5 million (ANZ Bank loss)

Time Period: Collapsed 2010

Primary Mechanism: Investment vehicle collapse

Key Perpetrators: Directors (Oldershaw, Scott, others)

Current Status: Collapsed, losses absorbed

================================================================================

AQUILINE HOLDINGS LIMITED

================================================================================

Company Number: 647774

Location: George Street, Napier

Status: COLLAPSED 2010

Loss: $12.5 million to ANZ Bank

================================================================================

THE SHAREHOLDERS (VICTIMS AND PERPETRATORS)

================================================================================

LARGEST SHAREHOLDER:

  • Napier Independent Trustees (NIT) - 19.24%
  • Controlled by Langley Twigg

OTHER SHAREHOLDERS:

  • Oldershaw family (David, Ashley, Lindsay)
  • Jim Scott (founder)
  • Judith Langley (George Street neighbor)
  • Patrick Dennehy - 1.91% (gaming fraud)
  • Rodney Green - 1.24% (gaming fraud)

Some shareholders were victims (lost money).

Some shareholders were perpetrators (controlled the collapse).

Some were both.

================================================================================

THE DIRECTORS

================================================================================

  • Ronald James "Jim" Scott (founder, former Air NZ CEO)
  • David Blair Oldershaw (accountant - triple control)
  • Graham Cowley
  • Others

David Oldershaw had TRIPLE CONTROL:

  • Director of Aquiline
  • Shareholder in Aquiline
  • Accountant for Aquiline (via firm)

================================================================================

THE GEORGE STREET CONNECTION

================================================================================

Multiple key players lived on George Street, Napier:

  • Jim Scott (8 George Street) - Aquiline founder
  • Judith Langley (12 George Street) - Langley Twigg partner

This geographic clustering reveals the SOCIAL NETWORK underlying the

professional network. These weren't just business associates - they

were neighbors.

================================================================================

THE CRIMINAL CONNECTION

================================================================================

Two Aquiline shareholders were also involved in gaming fraud:

  • Patrick Dennehy (1.91%) - Infinity Foundation trustee
  • Rodney Green (1.24%) - Infinity Foundation fraud defendant

This directly links the investment network to criminal activity.

================================================================================

WHAT HAPPENED

================================================================================

Aquiline collapsed in 2010 with $12.5 million owed to ANZ Bank.

Questions:

  • Where did the money go?
  • Who benefited from the collapse?
  • Were assets stripped before collapse?
  • Did connected parties receive preferential treatment?

################################################################################

TARGET 6: NIT TRUST BENEFICIARIES

################################################################################

================================================================================

OVERVIEW

================================================================================

Target Type: Beneficiaries of trusts administered by NIT

Asset Stolen: Trust assets through fees and mismanagement

Value: Unknown (90+ trusts)

Time Period: Ongoing

Primary Mechanism: Trustee control, fee extraction

Key Perpetrators: Langley Twigg (Peter Twigg, Kerry Twigg)

Current Status: Ongoing

================================================================================

NAPIER INDEPENDENT TRUSTEES

================================================================================

Address: 66 West Quay (Langley Twigg)

Companies: 90+

Control: Langley Twigg

THE SHELL NETWORK:

  • Napier Independent Trustees Limited (parent)
  • NIT McKay No. 1 through No. 40+
  • Additional numbered entities

Each shell can serve as "independent" trustee for a different trust,

while all are controlled by the same people.

================================================================================

THE EXTRACTION MECHANISM

================================================================================

  • NIT entity becomes trustee of target trust
  • Langley Twigg provides legal services to trust
  • Oldershaw provides accounting services to trust
  • Fees flow to the network
  • Beneficiaries receive less

The "independent" trustee is not independent - it's controlled by the

same network that provides all the professional services.

================================================================================

MARAENUI MEDICAL CENTRE

================================================================================

NIT owns 73% of Maraenui Medical Centre.

Dr. Friedrich Sohnge is:

  • Director of Maraenui Medical Centre
  • Trustee of PAMT (medical trust)

This creates a closed loop:

  • PAMT pays grants to medical providers
  • NIT owns the medical provider
  • Sohnge approves grants and receives them

################################################################################

SECTION 7: THE PATTERN

################################################################################

All targets share common elements:

VULNERABILITY:

  • Fishing family facing regulatory change (Jenssen)
  • Māori family with complex land claims (Winikerei)
  • Community trusts with dispersed beneficiaries (Gaming)
  • Medical trust with vulnerable beneficiaries (PAMT)
  • Investors trusting professionals (Aquiline)
  • Trust beneficiaries relying on trustees (NIT)

ACCESS:

  • Lawyers become advisors
  • Accountants become administrators
  • Trustees become controllers

EXTRACTION:

  • Assets transferred to network-controlled entities
  • Fees charged for "administration"
  • Equity stakes taken by professionals
  • Liabilities dumped into failing vehicles

OBSCURATION:

  • Multiple firm names
  • Shell company networks
  • Spelling variations
  • Complex structures
  • Unreported cases

PERSISTENCE:

  • Schemes continue for decades
  • Network adapts to new targets
  • Same people, same methods, new victims

================================================================================

END OF THE TARGETS

================================================================================
